    Peace and Security Centre

    The UNOPS Peace and Security Centre (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Centre is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations. It is headed by the Centre Director who has the overall authority and accountability for the performance of the Peace and Security Centre on behalf of its clients.

    UNMAS

    United Nations Mine Action Service (UNMAS) is a division of the Office of Rule of Law and Security Institutions (OROLSI) in the Department of Peacekeeping Operations (DPKO). UNMAS is mandated by the United Nations General Assembly (RES/68/72) to ensure an effective, proactive and coordinated response to the problem posed by a wide range of explosive hazards. Legislative mandates also recognize UNMAS technical expertise in responding to threats posed by unsecured and unsafe conventional weapons and ammunition stockpiles. As an office within DPKO, UNMAS supports peacekeeping and special political missions in accordance with Security Council mandates.

    UNMAS as a component of the United Nations Support Office in Somalia (UNSOS) provides explosive hazard management capacities, including mitigation, to AMISOM as part of a logistical support package. Non-lethal tactical advice and analysis is delivered by UNMAS technical advisors located in each AMISOM Sector Headquarters and at AMISOM Force Headquarters, who support AMISOM planning and operations. UNMAS support includes both enabling (�operate in spite of IEDs�) and response (�defeat the device�). As a component of the UN Mission in Somalia (UNSOM) UNMAS also supports the Federal Government of Somalia, including the Somali Police Force, Somali Explosive Management Authority and National Security Advisor.

    Reporting directly to the Programme Director, the C-IED advisor will provide strategic advice and support to the Director on how to best respond to the evolving Comprehensive Approach to Security which consists of the following;
    • Increasing AMISOM effectiveness and enabling joint operations with Somali Forces;
    • Accelerating the development of Somali Security institutions;
    • Extension of State Authority and community recovery;
    • Preventing and countering violent extremism;
    • Enhancing coherence of international partner support;
    This is a key position requiring a strong candidate who can interpret and drive policy, who is used to writing an delivering strategic C-IED policy at a national and international level while at the same time has proven practical IED experience.  


    In line with applicable UN policies and Security Council Mandates, the Counter� Improvised Explosive Device (C-IED) Advisor is responsible for the establishment and development of prevention and mitigation procedures for managing the IED threat to UN personnel, property and programmes.  They will act as the local focal point between UNMAS and other key stakeholders under the guidance and direction of the Programme Manager. The incumbent will report directly to the Programme Manager, and be responsible for the following functions:
    • Liaison between UNMAS HQ, specific programmes and key stakeholders in country;
    • The establishment,including developing operational standard operational procedures (SOPs), forprevention and mitigation measures;
    • Development and implementation of local technical solutions, identifying shortfalls, and time frames for prevention and mitigation measures;
    • Establishment of a detailed C-IED information database and development of tasking procedures based on existing online systems;
    • Liaison with appropriate in-country law enforcement agencies to facilitate information sharing;
    • Represent UNMAS in C-IED matters at the field level;
    • Continually assessing the operational situation for areas of improvement in efficiency,effectiveness and safety within the local C-IED threat;
    • Assessment and the recommendation of new training requirements in prevention and mitigation measures through the introduction of new technology, equipment, materials, and processes;
    • Assist in the capacity development of national security authorities for the protection of civilians against IED threats;
    • Document plans and processes;
    • Identify continuous improvements and lessons learned;
    • Identify risks and plan risk mitigation strategies and report on the progress of deployment activities in writing and orally to UNMAS HQ NY;
    • Implement any other tasks requested by the Programme Manager and Chief of Operations.

    Education

    • Advanced University Degree (Masters Degree or equivalent) with a minimum of 7 years of relevant experience OR
    • First Level University Degree (Bachelors Degree or equivalent) with a minimum of 9 years of relevant experience 
    Experience

    • At least 7 years experience in the field of explosive hazard management including 5 years experience in C-IED operations (to include proven C-IED experience) is requried
    • IEDD certified through internationally military or civilian accredited training is required
    • Demonstrated experience in training, capacity building and Quality Management is required
    • Experience with training foreign nationals in EOD/IEDD techniques is required
    • Recent experience (within the last 36 months) in the management of an internationally recognized C-IED database and relevant C-IED operational field experience within a military or civilian governmental programme is required
    • Computer literacy is required
    • Knowledge of IMSMA is desired
    • Knowledge of the UN system and UNOPS procedures is desired
    Languages

    • Fluency in English (reading, writing, speaking) is required
    • Fluency in another official UN language is desired
